Welcome to the Noblesville Police Department’s Records Division.  The Administrative Office is open from 8am to 4:30pm, Monday through Friday, excluding holidays.  Cash, personal checks, money orders, and credit cards are accepted for payment at the Records Window. 

Please note:  a convenience fee will be applied to each credit card transaction to pay for the credit card processing.  Payments may be made online for parking tickets, accident reports, alarm permits, and VIN checks at  All other transactions must currently be completed at the Noblesville Police Department.

The Records Division is responsible for maintaining all reports filed through the Noblesville Police Department (NPD).  Copies of accident reports may be obtained for a $5.00 fee.  Incident and arrest reports are available at no cost.  Please allow a minimum of two business days for a report to be completed, and call ahead to verify that reports are available for you to pick up.  You may also electronically request an incident or arrest report by clicking on the link below and completing the online Request for Public Record form.

All citizens requesting a new Indiana license to carry a handgun or needing to renew their current license must start their application process at the Indiana State Police website.  Click on the link below to be redirected to the Indiana State Police online application.  Failure to provide all requested information will delay your application.

As of July 1, 2020, a Five-Year Personal Protection license will incur no state or local fees other than fingerprinting.

A Lifetime Personal Protection license will incur a $75 state fee and $50 local fee.  If you have a current Five-Year Personal Protection license, a Lifetime Personal Protection license will incur a $60 state fee and $40 local fee.

Electronic Fingerprinting

After completing the online application and before leaving the Indiana State Police website, please schedule an appointment to be electronically fingerprinted.  The Noblesville Police Department cannot provide fingerprinting for handgun licenses.  You must schedule your appointment through the Indiana State Police.  There are a number of locations for you to select from.  You will incur a fee at the fingerprinting location.

Local Background Check

After completing the Indiana State Police online application and your fingerprinting, residents within Noblesville city limits should call the Noblesville Police Department at 317-776-6340 or complete this on-line form.  You will need to provide the Records Division with your name, telephone number, application number, and the date your fingerprinting was completed. At this time, we will start the local background check.  The Noblesville Police Department will contact you once your background check has been completed and your application has been approved by the Noblesville Chief of Police.  This usually takes two to three weeks.  Once your application is approved, you will need to bring in your proof of fingerprinting and local fee payment, if any.  Your approval will then be transmitted to the Indiana State Police, and they will mail your license directly to the address listed on your application in approximately four to six weeks.  

If you reside outside of the Noblesville city limits, you will need to contact the Hamilton County Sheriff’s Department to complete your application process.

Please note:  You must complete your fingerprinting and local background check within 90 days of submitting your online application.  Any application left inactive more than 90 days from the initial online application date may be purged from the Indiana State Police system, and the application process will have to be restarted. * Changes to these procedures may be slightly altered due to the COVID-19 pandemic.


** Effective May 25, 2021, the Noblesville Police Department will be conducting fingerprinting services on Tuesdays from 11:00am to 1:00pm and Thursdays from 1:00pm to 3:00pm. **

The Noblesville Police Department will fingerprint and perform limited background checks for citizens that reside within the Noblesville city limits.  If you reside outside city limits or require a more extensive background check, please contact the Hamilton County Sheriff’s Department or the Indiana State Police.  You will need to provide a valid ID or other proof of residency when requesting these services.  Fingerprinting can take some time, so we request that you call ahead to schedule an appointment whenever possible.  Click on the link below to fill out a Criminal Check Release Form.  These services are provided at no cost as a courtesy to our citizens.

When coming to the police department for fingerprinting, masks will be required during the fingerprinting process.  If you don't have one, a mask will be provided.

Parking citations are issued according to Noblesville city ordinances.  Payments for parking citations may be made one of the following ways:

-Payments via credit card may be made at  Please note: these credit card transactions incur a convenience fee.  

-Insert proper payment in an envelope and put it in one of the drop boxes located in the north and east vestibules of the Noblesville Public Safety Building.

-Send your payment to the Noblesville Police Department: 135 S 9th St,  Noblesville, IN 46060

-Pay at the Records Window during regular business hours. We accept cash, check, money orders, cashier’s checks, and credit cards.  Credit card payments will incur an additional  convenience fee.

If you wish to contest a parking ticket, please click on the link below to print the Court Referral form.  Complete the form and return it to the Noblesville Police Department.  Your parking fine will be frozen as of the date the appeal is received or postmarked until the appeal process has been completed.  You will be contacted by the Noblesville City Court regarding a hearing date for your appeal.  Please note:  if you are found guilty by the Court, you will incur state-mandated court costs of $135.00 in addition to the original parking fine.

Parking permits are provided to residents who live and work in the downtown Noblesville area.  Fees are dependent on type of permit requested and proximity to the downtown area.

Residents and businesses within the Noblesville city limits who install a new security alarm system or activate an existing alarm system upon moving into a new residence will need to fill out an Application for Alarm System Permit and pay a $5.00 application fee.  You may print out the permit application form via the link below.  Bring the completed form and payment to the Noblesville Police Department during office hours or mail to Noblesville Police Department, Attn: Records Clerk, 135 S 9th St, Noblesville, IN 46060.  You will be provided with a numbered permit sticker that should be placed on a storm door or window as close to the front door as possible.  Alarm permits are good for as long as you reside at the location listed on the permit application.

Per the Indiana Bureau of Motor Vehicles, “Any vehicle from another state that is being titled in Indiana, including vehicles owned by new Indiana residents and vehicles assigned to an Indiana resident on a manufacturer's Certificate of Origin, must receive a vehicle inspection.  The inspection will confirm the Vehicle Identification Number (VIN).  The inspection may be done at any Indiana license branch or BMV-certified partner location at no charge or may be completed by a law enforcement officer who may charge up to five dollars.  The officer must complete a Physical Inspection of a Vehicle or Watercraft - State Form 39530 after completing a vehicle inspection.”

Citizens requiring a vehicle inspection should contact Hamilton County Dispatch at (317) 773-1300 to request the assistance of an available officer.   Once an officer has completed the physical inspection, the citizen will need to pay the $5 inspection fee.  Payments at the Records Window may be cash, check, money orders, cashier’s checks, or credit cards.  Credit card payments will incur a convenience fee.  Payments may also be sent via US Mail or placed in one of the Public Safety Building drop boxes.  Please include the CAD Event number with all vehicle inspection payments.



The Noblesville City Ordinance that governs solicitors requires that solicitors submit an application, be approved, be issued a solicitor ID, and follow the "Solicitor Duties" found below.  If residents find that solicitors don't have a permit, engage in deceptive soliciting practices, or otherwise violate the ordinance, the solicitors can be cited, fined, and have their permit revoked.
