Alarm Ordinance and Application

The City of Noblesville, Indiana Ordinance #65-8-03, covering private emergency alarm systems, became effective on January 1, 2004.

  1. The ordinance makes it unlawful for a person who owns or controls property to operate, cause to be operated, or permit the operation of an alarm system on that property unless a current and valid alarm system permit has been obtained from the Chief of Police of the City of Noblesville; provided, however, no permit shall be required for an alarm system located on a private residence if the only response on the activation of the alarm system is an external sounding alarm that automatically stops within 15 minutes after activation.  If, however, Municipal Emergency Services are routinely notified and dispatched to a private residence to investigate such an activated alarm, a permit shall be required.
  2. The ordinance provides for a $50.00 fine for operating a non-permitted alarm system.
  3. The ordinance applies to dwellings/premises with alarm systems installed prior to and after enactment of this ordinance.
  4. Residents and business owners are required to apply for an alarm system permit within five days following installation of a new alarm system  or reactivation of an existing alarm system and prior to its operation.
  5. There is a $5.00 fee for each alarm system permit.  The permit does not need to be renewed; however, the permit is personal to the permit holder for a specific location and is not transferable. The permit holder is required to notify the police department in writing of any change in the information contained in the permit application.  Failure to do so may result in the suspension or revocation of the permit.
  6. The permit holder shall display the permit in a conspicuous manner which is reasonably visible to responding Municipal Emergency Service personnel responding to the alarm.
  7. It shall be unlawful for a person who owns, operates, leases, or controls property within the City of Noblesville on which an alarm system is installed to issue, cause to be issued, or permit the issuance of more than four false alarms in any one calendar year.  This section will not apply to an alarm system which emits a false alarm within 30 days after the initial installation of the alarm system.

6th False Alarm in a Calendar Year $75.00
7th through 10th False Alarm in a Calendar Year $100.00
11th and Every Subsequent False Alarm in a Calendar Year $200.00

The following information will need to be provided for the completion of the alarm system permit application along with a $5.00 application fee.

  1. The name, address, and telephone number of each person in possession or control of the property on which the alarm system is installed and operational.
  2. The street address of the property on which the alarm system is installed and operational.
  3. Any business name used for the premise on which the alarm system is installed and operational.
  4. The name, address, and telephone number of person(s) or alarm system business who installed the alarm system.
  5. The name, address, and telephone number of two persons or an alarm system business which are able to, and have agreed to:
    1. Receive notification at any time of an alarm by Municipal Emergency Services, and;
    2. Come to the alarm premise/site within 30 minutes after receiving a request from Emergency Services to do so, and;
    3. Grant access to the alarm premise/site to Municipal Emergency Services and to deactivate the alarm system if it becomes necessary to do so.
