The Department of Engineering manages the installation of all public works infrastructure for new residential, commercial, and industrial developments. Such infrastructure includes, but is not limited to: sanitary sewers, storm sewers, roadways, concrete curb & gutter, multi-use trails and sidewalks. The Department of Engineering, in conjunction with the Department of Planning and Development, administers sanitary sewer and drive cut permits, as well as, improvement location permits.

A major responsibility of the Department of Engineering is the administration of all capital improvement roadway projects. In general, the Department of Engineering manages all major roadway projects from preliminary conception to final completion. The Department of Engineering also serves three additional functional purposes: construction management, support services for other city departments, and developing procedures and guidelines for prospective developments.
