Plan Review

As part of Public Infrastructure Administration, the Department of Engineering reviews and approves all plans, such as preliminary development plans, secondary plats, and detailed construction plans submitted for the Technical Advisory Committee (TAC). This requires that each design be reviewed for compliance with all of the necessary standards. The review process helps staff to evaluate the impacts to existing infrastructure and determine if these are in compliance with the standards that apply. (Such as the insurance that the sanitary sewers are built according to the master plan; multi-use paths (pedestrian trails) are built according to the Noblesville Alternative Master Plan; the necessary right-of-way dedications meet the requirements of the Noblesville Thoroughfare Plan; etc.) Developers are billed, based on plan type submitted and number of sheets, for the plan reviews.
