The Department of Planning and Development is responsible for administering the policies, programs and regulations that manage the development of the Noblesville community. The department is tasked with ensuring the sound management of Noblesville's growth, the protection of its quality of life, and its economic vitality through a variety of comprehensive planning measures.
 
The department also plays a central role in guiding the long-term development of the built and natural environment and is comprised of 13 staff members who monitor and update the city's Comprehensive Master Plan, ensure compliance of the Unified Development Ordinance (UDO) and City Code, draft land use policy, administer building codes and compliance, and guide and support the work of the Noblesville Plan Commission (PC), Board of Zoning of Appeals (BZA), and Architectural Review Board (ARB).

Comp Plan

The 2020 Noblesville Comprehensive Plan establishes a vision and strategic framework for the city's future. The ultimate goal of this comprehensive plan is to promote and enhance the many unique assets in Noblesville and protect valuable natural features while also strengthening the city's tax base and offering a variety of housing options, thereby creating a stronger community. The Noblesville Common Council adopted the plan on Feb. 11, 2020.
