Mayor Ditslear

Mayor John Ditslear was elected to his first four-year term in November 2003.  He was re-elected for his fourth consecutive four-year term in November 2015.

Mayor Ditslear has been a Noblesville resident for almost 50 years.  A graduate of Miami University of Oxford, Ohio, Ditslear is a veteran of the United Stated Navy and worked in the insurance industry here in Noblesville prior to be elected as mayor.  He is no stranger to serving his community.  Ditslear was elected to three terms on the Noblesville School Board, and also served as a board member for several organizations including the Chamber of Commerce, the Noblesville Boys & Girls Club, the Riverview Hospital Foundation, the Hamilton East Public Library, and United Way of Hamilton County – to name a few.

As mayor, Ditslear led the addition of several quality of life initiatives within the city including Hamilton Town Center and the conservation of green space.  The city expanded its trails system and added Dr. James A. Dillon Park, Federal Hill Commons and purchased 200 acres for Finch Creek Park.  Ditslear oversaw the improvement and expansion of roadways throughout the city including the introduction of roundabout intersections and the construction of 146th Street across Noblesville.

The Mayor's Office oversees all city departments and employees. Residents can call the office with any general questions or concerns. Public information from all city departments is also available here, as well as information regarding any special city events.

The Clerk keeps agendas and minutes for the Common Council and all Council committees and the Board of Public Works. The office manages City ordinance records, the Riverside Cemetery records and grave site sales.  The Clerk also serves as the official Clerk of Noblesville City Courts.  

 

2016 Common Council
 

The Common Council is the legislative branch of government.  The Council's primary functions are to pass the laws (ordinances) of the city and to approve the budgets and spending of money collected by the city.

The Council consists of nine members (new as of Jan. 1, 2016 when Noblesville became a Second Class City in Indiana).  Three are elected across the city (at large) and six are elected specific to certain areas of the city (districts).  Council meetings are open to the public and held on the Tuesday's that follow the second and fourth Monday of each month at 7 p.m. in the Council Chambers at City Hall, 16 S. 10th Street.  In addition, Council members meet as four-person subcommittees to review the services and functions of our city and other issues.  

Common Council members are Brian Ayer, Mark Boice, Wil Hampton, Christopher Jensen, Roy Johnson, Gregory P. O’Connor, Mary Sue Rowland, Rick L. Taylor and Megan Wiles.

Noblesville City Court constitutes the judicial branch of city government and is a court of limited jurisdiction which handles City Ordinance Violations, Parking Violations and Infraction Violations.  

Judge S. Matthew Cook
Judge CookLifelong resident S. Matthew Cook was appointed to serve as the Noblesville City Judge. Cook by Governor Mike Pence and took the Oath of Office on December 7. Cook was a Noblesville High School valedictorian in 1987 before traveling to Bloomington to earn his business degree and later his J.D. from the IU School of Law, where he was named to the Order of Barristers. He and his father run the law firm, Cook & Cook, on the downtown square in Noblesville. Cook is a member of the Hamilton County and Indiana State Bar Association and is admitted to practice before the United States District Courts for the Northern and Southern Districts of Indiana.

Judge Cook currently serves as the Activities Chairman and Assistant Scoutmaster of Boy Scout Troop 101 and serves on the Board of the Megan S. Ott Foundation, which assists women undergoing breast cancer treatment. His past community involvement includes being a board member of the Noblesville Chamber of Commerce, Noblesville Schools Education Foundation, Meals on Wheels of Hamilton County, Fifty Club of Hamilton County and the Noblesville High School Alumni Association; serving as Deacon at New Hope Presbyterian Church and president of the Noblesville Noon Kiwanis; coaching Noblesville Babe Ruth and Youth baseball and basketball at the Noblesville Boys & Girls Club; being a member of the Noblesville Elks Lodge; and Pack 135 Cub Scout leader.

Judge Cook and his wife, Lynn, an elementary school counselor, have three sons.

The Engineering Department manages the installation of all public works infrastructure for new residential, commercial and industrial developments. Such infrastructure includes, but is not limited to: sanitary sewers, storm sewers, roadways, concrete curb & gutter, multi-use trails and sidewalks. The Engineering Department, in conjunction with the Department of Planning and Development, administers sanitary sewer and drive cut permits, as well as, improvement location permits.

A major responsibility of the Engineering Department is the administration of all capital improvement roadway projects. In general, the Department of Engineering manages all major roadway projects from preliminary conception to final completion. The Engineering Department also serves three additional functional purposes: construction management, support services for other city departments, and developing procedures and guidelines for prospective developments.

In 1871, the Noblesville Hook and Ladder Company was organized to secure protection of the properties within Noblesville. Over the years, the Noblesville Fire Department (NFD) has seen many changes since it's humble beginnings. Currently, the NFD has 126 career firefighters, including eight full time staff positions, operating out of 7 fire stations. Station personnel consist of three shifts, each of those shifts operating on a 24-hour schedule. Each shift consists of a Battalion Chief, 8 Officers, and 30 firefighters.

NFD covers a rapidly growing area of 58 square miles within its jurisdiction. These 58 square miles consist of City and Township of Noblesville having a combined population of approximately 51,969 citizens, an increase of 83% since year 2000. In addition to fire suppression, we provide emergency medical services (EMS), consisting of Basic Life Support (BLS) and Advanced Life Support (ALS/Paramedics), providing transport in 3 ambulances. NFD also maintains a Hazardous Materials Team, Dive Team, Water Rescue and Tactical Rescue Team.

Geographic Information Systems, or GIS, is a powerful information system that is designed to work with data referenced by spatial or geographic coordinates. Simply put, GIS is intelligent mapping that uses attached databases to provide citizen's robust information such as property information, trails, service routes, and many other informational boundaries within the City. The Department of Planning and Development is responsible for administering the policies, programs and regulations that manage the development of the Noblesville community. The department is tasked with ensuring the sound management of Noblesville's growth, the protection of its quality of life, and its economic vitality through a variety of comprehensive planning measures.
 
The department also plays a central role in guiding the long-term development of the built and natural environment and is comprised of 13 staff members who monitor and update the City's Comprehensive Master Plan, ensure compliance of the Unified Development Ordinance (UDO) and City Code, draft land use policy, administer building codes and compliance, and guide and support the work of the Noblesville Plan Commission (PC), Board of Zoning of Appeals (BZA), and Architectural Review Board (ARB).

Police Department

Thank you for your interest in the Noblesville Police Department. It is our mission to safeguard and serve our community using proactive approaches to law enforcement while respecting individual liberties and encouraging a positive work environment for our employees. To accomplish our mission, our department has implemented a variety of progressive and community-oriented tactics to help improve the quality of life for the citizens we serve.

Our community-oriented policing tactics are used to assist Noblesville residents with issues that are not solved by traditional police responses and resources. These issues are generally considered “quality of life issues” and are usually resolved by coordinated responses by the Noblesville Planning Department Code Enforcement Officers as well as the Noblesville Police Department Community Service Officers who bring on-going or repetitive problems to a permanent resolution using tools beyond infraction/ordinance citations and criminal charges.

We strive to make Noblesville the best community for all residents. If you are experiencing a problem or issue between friends, neighbors, family, or other residents, please feel free to get into contact with our department for resolutions.

The Noblesville Utilities Department is a 24-hour facility that handles wastewater treatment. Additionally, the department handles the monthly wastewater utility treatment costs, sanitary sewer line locations, sewer problem resolutions, and collection system assistance.
Trash service for City of Noblesville residents is billed through the Utilities Department. For information regarding trash pick-up schedules or issues with trash/recycling containers, call Republic Services at 317-567-6400. For unresolved issues regarding trash pick-up, contact the Noblesville Street Department at 317-776-6348. All trash billing questions should be directed to the Noblesville Utilities Department at 317-776-6353.
